Do districts need to work with a committee of administrators, teachers, parents, and other individuals to develop a Phase III plan to expend the Educational Excellence Phase III balance remaining?

No. The section of Code that required a Phase III committee has been struck from the Iowa Code. The district must expend the remaining balance on the purposes for which the funding was appropriated, but does not need a committee to do so.

Legislation enacted during the 2003 session eliminated Phase III funding from the Educational Excellence program. What does the district or AEA do with the Phase III balance remaining at the end of fiscal year?

The Phase III balance remaining at the end of fiscal year will continue to be categorical funding that must be expended for the purposes for which the Phase III funding was appropriated. The district or AEA will continue to use the balance for staff development and other appropriate Phase III expenditures until all of the balance has been expended.

Will Phase III continue to follow the student when tuition is paid to another school district or AEA if the resident district has any Phase III balance remaining?

No. Tuition paid for any educational services provided after July 1, 2003, will not have any Phase III included.

What would be appropriate expenditures from the remaining Phase III balance?

Appropriate expenditures would be those that implement real and fundamental change in the educational system to enhance the quality, effectiveness, and performance of Iowa's teachers and that are an integral part of a comprehensive effort toward meeting identified district goals or needs (CSIP/APR). Professional development costs and costs of additional professional development days for teachers would be excellent uses of the balance of funding.

How much ending Phase III balance may a district or AEA carry forward?

The district or AEA will carry forward into the next fiscal year all Phase III ending balance. Legislation enacted during the 2002 session removed the 50 percent carryover limitation.
