Are state assessment funds available under Title I able to be used for kindergarten assessment costs for DIBELS or are they only for grades 3-12?
Title VI State Assessment funds may be used to pay for assessments to be
administered as part of the local districtwide assessment system.
Using the new Full Academic Year codes for Iowa Tests, which code would be used for a student that was in the district on the first day of testing, moved out of district and then moved back and was in attendance for testing the following year?
If the student was continuously enrolled they still count in the building and
the district. If the student was dropped from the enrollment list, they do not
meet the full academic year criteria for the school or the district.
What is theNCLB percentile needed to be considered proficient- 40% or 41%?

When calculating district attendance rates, should the attendance rate of a pre-school developmental program residing in a building be included? Are attendance rate calculations to include only our K-12 programming?
Only K-12.
As we transition to using annual data for AYP decisions, were the “new” starting points based on data only from the 2001-2002 school year or were they based on the average of the data from the 2000-2001 and 2001-2002 school years?
The annual targets that will be used for AYP decisions were determined from
2001-2002 school year data.
I am looking for information on the santions for a SINA school in year 3. I believe part of that involves moving staff. How does that fit with Comprehensive agreements etc?
If a Title I school fails to make AYP by the end of the second full school year
after identification, the DISTRICT must—
- Continue to make public school
choice available.
- Continue to make supplemental services available.
- Continue technical assistance.
- Identify the school for corrective action and
take at least one of the following actions:
- Replace staff in the Title I
school relevant to the failure.
- Institute and implement a new curriculum.
- Significantly decrease management authority in the school.
- Appoint outside
experts to advise the school.
- Extend school year or school day.
- Restructure
internal organization of the school. Moving school staff is only one of the
options available to the district.
We realize that foreign exchange students do not meet the full academic year requirements, but do we need to give them ITED to meet participation requirements?
Chapter 12 and the Iowa Accountability Plan both require that all students
enrolled in a district on test date must be tested.
If you fail to reach the participation requirements but can account for why it was impossible for the individuals to be tested (i.e. incarerated, placed in residential, extended hospitalization) will you still be cited?
When there are very valid reasons for an individual not being tested it will be
possible to submit this evidence to the department. This concern is partially
covered by the state's definition of continuous enrollment.
