This section provides information on the
Department of Education's data collections including important dates, the types
of data collected, and an explanation of the each data collection, and offers links to reports that use the data.
Data collections noted in this section include the Basic Educational
Data Survey (BEDS), Career and Technical Education (CTE), Certified Enrollment,
Kindergarten Assessment, Mentoring and Induction, Project EASIER, and the State Student ID System.

Each AEA reports Teacher FTE Counts for Educational Excellence
and Teacher Quality Funding. The teacher FTE count is taken on the
first day of October every year, or the following Monday if the first
falls on a weekend. The AEA also will enter any operational
function sharing in which it is involved and is claiming supplementary
weighting funding. The data collection is located at www.edinfo.state.ia.us and is due no later than October 15.

The Basic Educational Data Survey (BEDS) collects staffing,
student and policy data from all K-12 public schools in Iowa plus
accredited
nonpublic K-12 schools. Staffing data is also collected from the
state's area education agencies (AEAs). Data collection occurs twice a
year in the Fall and Spring.
Data
from the BEDS is used to meet state and federal reporting requirements.
In addition data is used to respond to legislative requests for
information and support education research.

The Project Easier Plus data collection system includes Career and Technical Education (CTE) screens that:
For Secondary Education Programs:
- Identify Operational CTE programs
- Identify Courses in a CTE Program- linked with the Fall BEDS Report
- Students in a CTE program - linked with the Fall BEDS Report
- Districts further identify the CTE students as concentrators, completers and occupationally proficient
- Project Easier + student data is linked with the Senior Placement and the ITEDS files
- The creation of a view only summary report reflecting the program data submitted by each district and community college
For Community College CTE Programs:
- Identify Operational CTE programs
- Colleges identify the CTE students as concentrators, completers and occupationally proficient
- Colleges identify the placement information CTE program completers
For Community College Tech-Prep Programs:
- Identify CTE programs with Tech-Prep Students enrolled.
- Colleges identify Tech-Prep enrollment
- Colleges identify the CTE students as concentrators, completers and occupationally proficient
- Colleges identify the placement information Tech-Prep completers
For Secondary CTE programs receiving State Vocational Assistance:
- Districts report instructional expenses associated with teaching
state Board Approved CTE programs and receive prorated State funding.
For Secondary, AEA or Community College recipients receiving Perkins Federal Assistance
- Independent applicants or consortia fiscal agents report Federal
expenses associated with the approved application to receive Perkins
federal; assistance.

The Certified Annual Financial Report is a report of financial and
pupil data required by Iowa Code to be filed annually with the
Department of Education by each school district and area education
agency and which is due no later than September 15 following the close of the fiscal year.
The Chart of Account upload and on-line data collection are located at www.edinfo.state.ia.us. Below are the specifications for the software providers, districts, and area education agencies,
and certified annual reports by district and area education agency for past years.

School districts may submit a claim to request additional funding for
nonresident regular education students living in foster care homes or facilities and enrolled in the
district. The claim is a data collection located at www.edinfo.state.ia.us. This claim is due no later than August 1.

AEAs that provide classroom instruction for students residing in
Juvenile shelters or Juvenile Detentions located within the AEA will
report the budgeted number of teachers, aides, and student average
daily membership (ADM) for each classroom. This information
serves as part of a request for advanced payment for the subsequent
school year. The budget is due by January 1 for the following
school year.

School districts and AEAs report the number of first year and second
year beginning teachers that are eligible for Mentoring and Induction
funding and the number of beginning administrators that are eligible
for administrator Mentoring and Induction funding. First semester and
second semester counts are collected separately, with first semester
due by November 15 and second semester due by February 1. The data
collections are located at www.edinfo.state.ia.us.

Project EASIER (Electronic Access System for Iowa Education Records) is the Iowa Department of Education's initiative involving the transfer of individual student records. The mission of the project is to reduce data burden, encourage better decision-making by establishing and maintaining a cost effective method of accessing and transferring accurate and timely education information among school districts, postsecondary institutions and the Iowa Department of Education.
Underlying principles of the project include a commitment toward
reduction of paper-based state reporting, building on existing
technologies available to schools, a commitment toward the elimination
of paper-based college transcripts, the adoption of a common basis for
facilitating meaningful information exchange, and greater security of
confidential student information.

EASIER Bulletins
Student Information System (SIS) vendors are asked to participate in
the Iowa Department of Education Vendor Certification Process to ensure
that school districts using their SIS may fully participate in Project
EASIER. During the certification process Project EASIER staff review
the SIS to ensure that the software
- can produce an extract using the Department of Education (DE) specified formats and codes;
- extract meets DE quality assurance standards through testing with predetermined outcomes; and
- can import the State Student IDs.

School districts that want to request modified allowable growth from the School Budget Review Committee (SBRC) for specific requests authorized by Iowa Code may do so on an application form. The specific requests that are included on the application form include increased enrollment, open enrollment out not on the prior year's count, and excess costs of providing limited English proficient programs. The data collection can be found at www.edinfo.ia.us and is due no later than November 1.

School districts and area education agencies (AEA) report individual
information for their School Board members, indicating which members
are designated as president and vice-president. Also collected on this
site is the information for the School Board Secretary, School Board
Treasurer, and Chief Financial Officer (CEO)/Business Manager.
This site is available for updating throughout the year so that school
districts and AEAs can keep the information on this site current as
changes occur. The data collection can be found at www.edinfo.state.ia.us and must be updated at least once annually no later than October 15.

An unique statewide student identifier is required for every
public school student in prekindergarten - 12th grade in the Iowa. This
identifier, called the Iowa Student Number
[ISN], is assigned by the Iowa Department of Education (DE) using the State
ID System. The ISN facilitates data submission via Project EASIER.
Access
to the State ID System is restricted to authorized
personnel. District, AEA and DE staff wishing to access the State
ID System must sign an assurance statement covering system usage before
they will be given access to the system.
