Educational Excellence Program, Iowa Code chapter 294A Print E-mail

In order to maintain and advance the educational excellence in the state of Iowa, this chapter establishes the Iowa educational excellence program. The program shall consist of two major phases addressing the following:
1. Phase I -- The recruitment of quality teachers.
2. Phase II -- The retention of quality teachers.

Individuals with Disabilities Education Act (IDEA), Federal Part B, Grants to States, LEA Print E-mail

To ensure that all children with disabilities have available to them a free appropriate public education that includes special education and related services to meet their unique needs.   Funds are used to support programs targeted towards social, emotional and behavioral education of students and to monitor school district and AEA compliance with federal IDEA special education laws.

Iowa Early Intervention Block Grant Program, Iowa Code chapter 256D Print E-mail

The program's goals for kindergarten through grade three are to provide the resources needed to reduce class sizes in basic skills instruction to the state goal of seventeen students for every one teacher; provide direction and resources for early intervention efforts by school districts to achieve a higher level of student success in the basic skills, especially reading skills; and increase communication accountability regarding student performance.

Juvenile Home Program Advance to AEA Schedule Print E-mail

The area education agencies (AEA) must provide or make provision for an appropriate educational program for each child living in a licensed or approved juvenile shelter care home or juvenile detention home. The payment schedule for the monthly advance to the AEAs to provide the Juvenile Home educational program is provided at the link below.

Designs programs to help migratory children overcome educational disruption, culture and language barriers, social isolation, and factors inhibiting academic achievement. Parental involvement required.

Title I, Part D, Prevention and Intervention Programs for Children and Youth Who are Neglected, Delinquent, or At-Risk

Targets neglected and delinquent youths in state institutions without a high school diploma to improve services so that these children have the opportunity to meet the same high standards as all children in the state.

Title II - Preparing, Training, and Recruiting High Quality Teachers and Principals

Title II, Part A, Federal Teacher Quality Program

Title IIA provides funding to increase student academic achievement through strategies such as improving teacher and principal quality, increasing the number of highly qualified teachers in the classroom and highly qualified principals and assistant principals in schools, and to hold local educational agencies and schools accountable for improvements in student academic achievement.

Title IV - 21st Century Schools

Title IV, Part A, Safe and Drug-Free Schools and Communities

This program is designed to reduce the use of alcohol, tobacco, and other drugs among youth. It also strives to reduce the incidence of violent and antisocial behaviors within public schools.


Title IV, Part B, 21st Century Community Learning Centers

To create community learning centers that provide academic enrichment opportunities for children; particularly students who attend high-poverty and low-performing schools. The program helps students meet state and local student standards in core academic subjects, such as reading and math; offers students a broad array of enrichment activities that can complement their regular academic programs; and offers literacy and other educational services to the families of participating children.

Title V - Promoting Informed Parental Choice and Innovative Programs

Title V is a federal flow-through program designed to assist local education agencies in the reform of elementary and secondary education.

Nonpublic Textbook Services Provided by Public School Districts, Iowa Code chapter 301 Print E-mail

Textbooks adopted and purchased by a school district shall, to the extent funds are appropriated by the general assembly, be made available to pupils attending accredited nonpublic schools upon request of the pupil or the pupil's parent under comparable terms as made available to pupils attending public schools. The request for services is made by the nonpublic school on its certified enrollment.

Perkins Vocational/Applied Technology Education Act Print E-mail

The purpose of the Carl D. Perkins Vocational and Applied Technology Act is to provide funds to support the improvement of vocational education programs and provide support services for students with special needs who are enrolled in programs of vocational education to ensure that students are prepared for entry and advancement in paid and unpaid employment in current or emerging occupations requiring other than a baccalaureate or advanced degree.

A student achievement and teacher quality program is established to promote high student achievement.

  1. Mentoring and induction programs that provide support for beginning teachers in accordance with Iowa Code Section 284.5.
  2. Career paths with compensation levels that strengthen Iowa's ability to recruit and retain teachers.
  3. Professional development designed to directly support best teaching practices.
  4. Team-based variable pay that provides additional compensation when student performance improves.
  5. Evaluation of teachers against the Iowa teaching standards.
