The Department of Education recognizes that children in out-of-home care face additional educational barriers that their peers do not. The following document has been prepared as a courtesy to and for the use of school personnel, Department of Human Services caseworkers, foster parents, and all other interested parties as general guidelines regarding education issues for foster children. The intent of the authors is to enable the people and entities who serve children in foster care to do so more ably and more consistently across the State and across serving agencies. These materials are not intended as legal advice to the reader.
