Reading is a key ingredient for student success in school. The Reading First program is designed to support states, school districts, and schools in efforts to ensure every child can read at or above grade level by the end of third grade through the implementation of comprehensive reading programs and professional development that is well-grounded in the scientific research of reading and reading instruction. The program specifically targets school districts and schools that are low-performing and high-poverty, and awards funds to eligible school districts through a competitive grant process.
