Report of the Children’s SED/MR/DD/BI Oversight Committee
Submitted to the MH/MR/DD/BI Commission

July 20, 2006

During the past two years, the Oversight Committee has talked to many families and youth about their experiences provide children, youth and families, yet are looking accessing services under the current structure.  Members of the Committee met with providers across multiple disciplines that are passionate about the care they provide in order find ways to improve how things work.  Current literature was reviewed searching for those practices that have been successful for others.

More now than ever that there is a need for a comprehensive system that builds on family strengths, provides the catalyst to build linkages that maximizes Iowa’s precious resources, and includes a new governance framework for communication and the ability to make data driven policy improvements.  In such a system, the whole can truly be greater than the sum of its parts.

The result of the work is a plan for building a comprehensive system of care that is focused on the needs, assets and preferences of children and youth--a system of care that is family driven.  It will build on the strengths of the current structures and be accountable to the children and youth it serves, to their families and to the people of Iowa.
