Speech and Language Services are supported by Area Education Agencies. Each agency has designated supervisor and lead personnel to guide implementation of federal and state requirements of the Individuals with Disabilities Education Act of 2004. In addition, speech-language pathologists from the field participate in statewide committee work to enhance the development of technical assistance and professional development to meet the speech and language needs of children birth to 21. This document provides a consistent process to identify common factors and procedures to use when making caseload decisions. These decisions are based on the student's instructional need, discrepancy from peers and rate of progress.
This document is a student centered decision-making framework for service delivery to effectively and efficiently interface speech-language services with educational progress.
This manual will provide speech-language pathologists the information they need to provide appropriate services to second language learners in the schools, describe the legal mandates second language acquisition, response to intervention and provide additional second language resources.
