The presence of both a disability and a need for special education instructional support or related services must be established in order for a student to be determined eligible for special education services.

The Iowa Administrative Rules of Special Education describe how children birth to twenty-one years of age are determined eligible and are entitled to receive such services within the state.  To view this document, please click on the link below.

Additionally, each Area Education Agency (AEA) in Iowa is responsible for developing specific policies and procedures by which their AEA will implement and ensure that the state rules are followed.  The Special Education Eligibility Standards document provides  the accepted guidelines by which AEAs in Iowa determine eligibility for special education.
