The teacher evaluation system must be aligned to and supports the established criteria for the Iowa Teaching Standards. LEAs and AEAs need to determine what policies, procedures and processes are needed to support Iowa Teaching Standards and Criteria. A teacher evaluation system should be built around a range of sources of data and information that will encourage and support the demonstration of teacher mastery of the Iowa Teaching Standards.
A local teacher evaluation plan needs to include the following:
A schedule of training sessions for teachers and administrators wanting to obtain an evaluator's license. It is updated on a regular basis to reflect as current of a schedule as possible.

Level I - Iowa Evaluator Approval Training
This is the initial training for evaluator approval, evaluation of teachers. There are six days of formal training along with extended/independent study/onsite activities that participants will conduct outside of the training sessions. Four license renewal credits will be issued by School Administrators of Iowa. These credits can be used for obtaining a new evaluator’s license from the Board of Education Examiners.
Extended Activities for Level I Participants
The following items are included as part of the training for Iowa Evaluator Approval Training – Level I. Each participant will select and successfully complete the activities from this list that are designated by the trainer. The item entitled Extended Activity Index will give a listing of the activities and information on their status as required/optional in nature.
Level II - Iowa Evaluator Approval Training
This is the renewal training for evaluator approval, evaluation of teachers. There are five days of formal training plus three required teacher conferences. Two license renewal credits will be issued by School Administrators of Iowa. These credits can be used for renewing an evaluator’s license issued after 2002 through the Board of Educational Examiners (
BOEE
). This is one of two courses which is approved by the state of Iowa to renew the evaluator approval (new) license. The other course accepted for renewal by the BOEE is Evaluator Approval Training Program (Renewal) Evaluation of Administrators.
Level III - Iowa Evaluator Training: Evaluation of Teachers and Administrators
For Level III Evaluator Approval a total of four hours of renewal credit will be required to maintain your administrative evaluator approval and administrative license. All administrators will participate in a two credit course entitled Assessing Academic Rigor. This course will be offered at various times and various locations in Iowa beginning in the Fall of 2010 and continuing for a minimum of two years. In addition to the two credit hour required course listed above each administrator, in order to complete the additional two hours of renewal credit, will need to select a second course based on individual professional development plans or specific needs. The options for the additional two credit hours include the following:
Applications are now accepted for trainers for the Assessing Academic Rigor course, which will be the common learning experience for all administrators (both those who evaluate teachers and those who evaluate administrators). Current and retired administrators as well as those with a strong professional development background are being sought. Trainers will do trainings in pairs. A training of trainers will be held on July 6th and 7th at School Administrators of Iowa. The application materials are posted below. Applications due by June 4, 2010.

The Iowa teaching standards and criteria represent a set of knowledge and skills that reflects the best evidence available regarding quality teaching. The purpose of the standards and criteria is to provide LEAs and AEAs with a consistent representation of the complexity and the possibilities of quality teaching. The teaching standards and supporting criteria are linked to the teacher evaluation system and individual professional development plans.
Based on work conducted by Tom McGreal this is a sample or a model of a teacher evaluation system that can be used as a reference by any LEA in designing a local approach to teacher evaluation.
This form is required of all teacher evaluator's who are conducting a comprehensive evaluation of second year teachers with an initial license and is used as the basis for a recommendation on obtaining a standard teaching license.
