Legal Assistance

As required under the Older Americans Act, the Department of Elder Affairs has a Legal Assistance Developer to develop & coordinate a legal assistance program and to secure and maintain the legal rights of older Iowans. The legal assistance program is implemented in collaboration with the thirteen area agencies on aging and legal providers across the state, including the Legal Hotline for Older Iowans.

The current Legal Assistance Developer is Deanna Clingan-Fischer, who can be reached at (515) 725-3319 or by e-mail at Deanna.Clingan@iowa.gov. The Legal Assistance Developer also responds to inquiries, provides training and educational sessions and reviews and advocates for legislation related to elder rights and public benefits, including issues such as advance directives, guardianship, and end of life issues.
