1. CALL TO ORDER

2. ADJOURNMENT TO EXECUTIVE SESSION – In accordance with the provisions of Iowa Code section 21.5, subsection 1, paragraphs (c), (f), and (h), the Board will move into executive session. Any action taken in executive session will be disclosed upon return to open session.

A. Proposed Rules for Notice of Intended Action

1. 1.7 – Procedure for Board Members seeking consent to sell goods or services to persons subject to Board’s regulatory authority
2. 8.7 – Puts into rule information required on a lobbyist registration statement and reflects the new electronic filing system for lobbyists
3. 8.20 – Retention and Internet access for lobbyist and client reports
4. 4.11 and 4.27 – Change cites to renumbered rules on civil penalties

B. Proposed Rules for Adoption

1. 1.2 – Procedure to request advisory opinion
2. Move Chapter 10 (civil penalties for late campaign reports) to Chapter 4
3. Chapter 6 - Executive Branch Ethics
4. Chapter 7 - Amendments to procedure for filing personal financial disclosure statements
