Present: Russ Nading, Chair; Terry Rogers, Theresa Loffredo, and Evelyn
Rank. Mark Odden was absent.
Others
present: Roger Halvorson, Administrator; Roger Hansen,
Executive Secretary; Pam Griebel, Assistant Attorney General; Susan
Griffel, Education Director; Gene Stanbrough, Investigator joined
the meeting at 9:50 a.m.; and Chris Wood, Secretary.
The meeting was called to order by Nading at 9:00 a.m.
Loffredo moved, seconded by Rank that the Commission enter into
closed session pursuant to Iowa Code section 21.5(1)(d)(f). Roll
call vote as follows: Loffredo, aye; Rogers, aye; Rank, aye, and
Nading, aye. Motion carried. The closed session was tape recorded
and minutes were recorded. The Commission entered into closed session
at 9:01 a.m. and arose therefrom at 9:20 a.m.
Rogers moved seconded by Rank to accept the signed Informal Settlements
in the following cases: 97-015; 98-002; and A97-095. Motion carried
unanimously.
Rogers moved, seconded by Rank to take action on the following
complaint cases:

Motion carried unanimously
Loffredo moved, seconded by Rogers to approve the March 5, 1998
minutes as submitted. Motion carried unanimously
The next meeting date was scheduled for June 3-4, 1998. The Investigative
Committee will be Nading, Odden, and Rogers.
Rank moved, seconded by Loffredo to elect Terry Rogers as Chairperson.
Motion carried unanimously
Rank moved, seconded by Rogers to elect Loffredo as Vice-Chairperson.
Motion carried unanimously
Nading reported on the Board of Directors meeting in St. Louis.
The major issue being the affinity programs.
Halvorson reported on budget cuts and possible impact on the division.
Griffel announced the Instructor Development Workshop coming up
on May 1, 1998, with 54 instructors signed up.
Hansen reported on the ARELLO meeting in St. Louis. ARELLO is
contracting with a provider to have 16 courses that would be available
to the Division through the Internet. They are also looking at
Internet problems and developing policies and ways to police the
Internet.
Griebel stated the Administrative Procedures Act has passed and
she will be working with the Division as to its impact. Loffredo moved, seconded by Rank to deny the request of Robert
Cross Jr. for a broker license. Motion carried unanimously.
Loffredo moved, seconded by Rogers to accept the following timeshare
