The meeting was called to order at 10:00 a.m. Leestamper moved, seconded by Rogers, to go into closed session pursuant to Iowa Code 21.5(1)(d) and Iowa Code 21.5(1)(f). Roll call vote as follows: Nading, aye; Rank, aye; Miller, aye; Rogers, aye; Leestamper, aye. The commission entered into closed session at 10:01 a.m. and arose therefrom at 10:10 a.m. Recommendations from the investigative committee were discussed.

Miller moved, seconded by Rogers, to find probable cause in complaint case 99-085. Roll call vote as follows: Rank, aye; Miller, aye; Rogers, aye; Leestamper, aye. Nading abstained.

Rank moved, seconded by Miller, to close the following cases:

Motion carried unanimously.

Hansen related that the new rebate and inducement rules will be filed on March 3, 2000. If there are no problems, they could be effective April 26, 2000.
