April 13, 2000--MINUTES

The meeting was called to order at 9:00 a.m. A plaque was presented
to Russell Nading in honor of his nine years of service to the
Commission.
Rank moved, seconded by Leestamper, to go into closed session
pursuant to Iowa Code 21.5(1)(d) and Iowa Code 21.5(1)(f). Roll
call vote as follows: Miller, aye; Leestamper, aye; Rogers, aye;
Rank, aye; Nading, aye. The Commission entered into closed session
at 9:03 a.m. and arose therefrom at 9:25 a.m. Recommendations from
the investigative committee were discussed.
Rogers moved, seconded by Rank, to accept the informal settlement
in case A99-003. Motion carried unanimously.
Miller moved, seconded by Leestamper, to accept the informal settlement
in case 99-078. Motion carried unanimously.
Leestamper moved, seconded by Miller, to close the following cases:
00-014 00-009 00-015 00-013 00-018
00-020 00-021 00-039
Motion carried unanimously.
Rank moved, seconded by Rogers, to find probable cause in 99-127.
Motion carried unanimously.
Leestamper moved, seconded by Miller, to approve the minutes for
meetings of 2-22-00 and 3-2-00. Motion carried unanimously.
Dates for future meetings were discussed. Two hearings are scheduled
for May 25, 2000.
Leestamper reported on her attendance at the UNI Real Estate Advisory
Committee meeting.
Griebel reported on training materials that have been prepared
on topics relevant to the Commission, such as open meetings, public
records, the gift law, etc. There will be a board member training
session in June.
Griffel presented copies of the proposal for examination services
from PSI. There will be several changes in service. Among these
changes are: new test sites to be set up, Saturday testing will
be offered, results will be available immediately along with applications
for licensure.
Rogers moved, seconded by Rank, to approve the new contract with
PSI. Motion carried unanimously.
Hansen discussed the availability of list server and the forum
which enables more timely communication for licensees. He also
discussed the letter sent to the Missouri legislature by a coalition
of referral companies. He appeared before the Legislative Rules
Committee on April 7, and the four rules relating to rebates have
been delayed for 70 days.
Election of officers for the Commission was held. Rogers nominated
Rank for chairperson, seconded by Leestamper. Motion carried unanimously.
Rank nominated Rogers for vice chairperson, seconded by Leestamper.
Motion carried unanimously.
The investigation committee for Wednesday, May 24, will be Rank
and Rogers.
Ruth Nading appeared to thank the Commission for its help to Russell
during his nine years on the Commission.
Paul McLaughlin from the Iowa Association of Realtors reported
that the IAR was working on legislation regarding digital signatures
on legal documents. He mentioned that they would like the delayed
rules to be terminated and redrafted. He also reported on dates
for upcoming IAR and NAR meetings. He also received an e-mail from
the Ukrainian visitor to thanking the Commission for allowing him
to visit and foro the information he was provided.
Hansen mentioned the invitation from Marie Callas for someone
from the Commission to speak at a Lunch and Learn session in August.
Leestamper moved, seconded by Miller, to adjourn. Motion carried
unanimously. Meeting was adjourned at 10:34 a.m.
