Present: James Hughes, Chair, Evelyn Rank, James O'Neill, Patty
Daniels, and Dorothy Woline.

Present: Roger Hansen, Executive Officer, Pam Griebel,
Assistant Attorney General, and Susan Griffel, Education Director.
The meeting was called to order at 9:01 a.m.
Rank moved, second by Woline to approve the minutes for the November
21, 2002 meeting. Motion carried unanimously.
The tentative meeting schedule was reviewed.
The June 5, 2003 meeting was canceled and rescheduled for May 28,
2003.
Hughes appointed O'Neill and Woline to serve as the Complaint Committee
for the February 26, 2003 meeting.
Griebel reported a decision from the Scott County District Court
on the Franich appeal is expected soon.
Hansen reported that he attended a recent ARELLO meeting and commented
on the importance of Iowa's continued involvement and participation
in the national organization. He also reported on the continued
progress of the ARELLO Discipline Databank and ARELLO License Verification
System. Iowa participates in both projects.
Griffel reported on plans being formulated for two instructor
development workshops to be offered in the coming year.
Public comment. Paul McLaughlin, IAR, reported on legislative
items the IAR is sponsoring this session. He also commented on
the program for the next association meeting and plans for a mock
legislative session presentation.
Daniels moved, second by Rank to go into closed session at 9:34
a.m. pursuant to Iowa Code 21.5(1)(d) and 21.5(1)(f). Roll call
vote as follows: Rank, aye; O'Neill, aye; Daniels, aye; Woline,
aye; and Hughes, aye. Motion carried unanimously.
The Commission entered into closed session at 9:34 a.m. and arose
therefrom at 11:02 a.m.
Rank moved, seconded by O'Neill to accept the Informal Settlement
signed by the Respondent in case 02-022. Motion carried unanimously
Rank moved, seconded by Woline to close cases 02-045, 02-044,
02-009, 02-037, 02-059, 02-052, 02-053, 02-074, and 02-076. Motion
carried unanimously.
Daniels moved seconded by Rank to find probable cause in cases
02-038, 02-026, and 03-002. Motion carried unanimously.
Daniels moved, second by O'Neill to adjourn the meeting. Motion
carried unanimously.
Meeting adjourned at 11:12 a.m.
