Hughes called the meeting to order at 10:12 a.m.

Griebel presented the proposed rules amendments to Chapter 13 Trust Accounts and Closings for adoption to file Emergency because of the urgency created by the March 26, 2003 BROWN ET AL. v. LEGAL FOUNDATION OF WASHINGTON ET AL. CERTIORARI TO THE UNITED STATES COURT OF APPEALS FOR THE NINTH CIRCUIT, No. 01-1325 Decision and additionally requested that the amendment be approved to file as Notice of Intended Action to provide for input and comments.

The court case and proposed rules were discussed.

Rank Moved, second by Daniels to adopt the proposed amendments to file Emergency and as Notice of Intended Action. Roll call vote as follows: Rank, aye; Daniels, aye; O'Neill, aye; Woline, aye; and Hughes, aye. Motion carried unanimously.

Daniels moved, second by Rank to adjourn the meeting. Motion carried unanimously.
