Administrative Rules

As constituents and stakeholders in the mission of the Department of Inspections and Appeals (DIA), you are invited and encouraged to participate in this rules review process. To access the administrative rule chapters, in which you have an interest, the Department has established a link to the Iowa General Assembly's Administrative Rules web site. DIA's administrative rules can be located in Iowa Administrative Code (IAC) under Agency 481 [Inspections and Appeals], Agency 486 [Employment Appeal Board], Agency 489 [Child Advocacy Board], Agency 491 [Iowa Racing and Gaming Commission], and Agency 493 [State Public Defender's Office]. In order to view the administrative rules, you will need to have an Adobe Acrobat Reader installed on your computer. (The Administrative Rules web site contains directions on how to obtain and install the Acrobat reader.)

DIA Rulemaking Process
Iowans interested in the administrative rules promulgated and administered by the Department may use the following links to access DIA's Fiscal Year 2007 Regulatory Plan, Rules Docket, and Inventory.

  • The regulatory plan sets forth the manner in which DIA proposes to review its administrative rules
  • The rules docket shows all administrative rules currently in process by the Department from the time rules are noticed until their effective date.
  • The inventory is a listing of every place the Department is mentioned in the Iowa Code or Iowa Administrative Code.

Procedures for a Variance/Waiver Request
A waiver/variance from rules administered by the Department may be granted by the Director for good and sufficient reason when the need for a waiver/variance has been established. Click here to download a sample petition for a waiver or variance (MS Word format).
