The IUB is a fact-finding body that hears evidence in cases filed before it and makes decisions based on the evidence presented in those cases. An advocate of neither the public nor the utilities, the IUB is required by state statute to make decisions that balance the interests of all parties to ensure the utilities provide adequate and reliable service at reasonable prices.

IUB/OCA Energy Efficient Building - Construction began in late August 2009 on new office space for the Iowa Utilities Board and the Office of Consumer Advocate Division of the Iowa Attorney General. RPU-2010-0002: Black Hills Energy (BHE) On June 8, 2010, BHE filed a proposal for a permanent annual revenue increase of approximately $4.7 million (2.9 percent), which if granted would raise monthly bills of residential customers an average of about 3.4 percent. As permitted by Iowa law, a temporary rate increase of about 1.6 percent ($2.6 million annual revenue increase), not requiring pre-approval from the Board, went into effect on June 18, 2010. The IUB is accepting written comments in this rate case, with the most effective comments being concise and making specific points supporting or objecting to the rate request. They may be provided using an electronic comment form or be mailed to the Iowa Utilities Board, Executive Secretary, Docket No. RPU-2010-0002, 350 Maple Street, Des Moines, Iowa 50319-0069. The IUB’s decision on permanent rates is expected by April 2011.

2010 Request for Proposals for Telecommunications Relay Service On April 23, 2010, the Iowa Utilities Board issued a Request for Proposals (RFP) to solicit proposals from qualified service providers interested in providing the statewide telecommunications relay service (Relay Iowa) mandated by Iowa Code § 477C.3 (2009) and associated outreach. To be considered, proposals were to be received by the Board's Executive Secretary by 4:30 p.m. on July 20, 2010. For complete details, please download a copy of the 2010 Relay Iowa RFP. More information about the RFP is available by reading the RFP news release. The Board received written questions regarding the RFP from two vendors. The Board's written response to the questions may be downloaded at responses to vendor inquiries. The Board is currently evaluating the proposals submitted by the deadline. On or about September 30, 2010, the notice of intent to award will be posted on the Board's website, and notice will be sent to vendors who submitted proposals to the Board.
RPU-2010-0001: Alliant Energy/Interstate Power and Light Company On March 10, 2010, Alliant/IPL filed a petition seeking a permanent annual revenue increase of approximately $163 million (14 percent). As permitted by Iowa law, a temporary increase of about 10 percent ($119 million), not requiring pre-approval of the Iowa Utilities Board (IUB), was implemented on March 20, 2010. If the permanent rates granted are less than the temporary rates, customers will receive a refund plus interest for any over-collection. The impact on customer rates will vary according to customer class and rate zone. The IUB is accepting written comments in this rate case, with the most effective comments being concise and making specific points supporting or objecting to the rate request.
