Iowa’s Captioned Telephone (CapTel) Relay Service

On October 29, 2012, the Iowa Utilities Board (IUB) issued a notice of intent to award a contract to continue to provide Iowa’s Captioned Telephone (CapTel) relay service to Hamilton Telephone Company of Aurora, Nebraska.  Hamilton has provided CapTel service to the State of Iowa since 2007. The vendor was selected in accordance with the Department of Administrative Services’ competitive bidding process.

On June 7, 2012, the IUB issued a Request for Proposals (RFP) seeking qualified service providers for statewide delivery of CapTel relay service, as well as specified user assistance and basic outreach services. For complete details, please view or download the IUB’s 2012 CapTel RFP.

CapTel relay service provides telephone captions similar to closed captioning provided on most television programs. CapTel relay service allows individuals with hearing loss to view word-for-word captions of their telephone conversations on specialized telephones. CapTel relay service also enables CapTel and non-CapTel users to communicate with each other over the telephone. A typical CapTel user has the ability to speak and some residual hearing, and can both listen to what is said over the telephone and read captions on the captioned telephone’s text display for clarification.
