    ARRA Documents & Certifications

    The American Recovery and Reinvestment Act of 2009 (ARRA) and guidance from the U.S. Office of Management and Budget require extensive reporting from recipients of federal funding. Guidance has also been provided by the Iowa Department of Management which covers reporting requirements for funds received by State agencies and institutions.

    Document Description
    Section 1607 Certification Certification letter to the OMB from the State requesting funds through the American Recovery and Reinvestment Act stating the funds will be used to create jobs and promote economic growth.
    Executive Order 12 Establishes the Iowa Accountability & Transparency Board.
    Executive Order 16 Creates the Green Jobs Task Force to report on green job creation in Iowa.
    Iowa Sustainment Restoration and Modernization Projects Certification for use of funds regarding the Iowa National Guard Bureau Grant Program.
    State Fiscal Stabilization Funds Program Application for initial 67% funding of stabilization funds; provides assurances the State will:
    1) meet maintenance of effort requirements and

    Trade Adjustment Assistance Program Agreement between the State and the U.S. Dept of Labor to carry out provisions of the Trade and Globalization Adjustment Assistance Act of 2009.
    Assistance for Unemployed Workers and Struggling Families Act Agreement between the State and the U.S. Dept of Labor to carry out the provisions of the Assistance for Unemployed Workers and Struggling Families Act.
    Department of Justice Programs Certifications Eight certification agreements between the State and the U.S. Department of Justice as to the use of funds.
    Comprehensive Progress Report (April 2009) Report to Governor and Lt. Governor relating to Iowa’s implementation of the American Recovery and Reinvestment Act (ARRA).

    DNR Section 1511 Certifications Before each stimulus project can be funded, the Department of Natural Resources (DNR) must certify that the applicant has met all of the requirements of the American Recovery and Reinvestment Act (ARRA).
