    Jobs in Iowa

    The American Recovery and Reinvestment Act (ARRA) is a nationwide effort to create jobs, jump start growth and transform our economy to compete in the 21st century. Creating and saving jobs is a primary goal of ARRA. Initial analysis of the data collected to date shows that ARRA created or saved 4,441 jobs in Iowa. A summary of how the jobs created and saved figure was calculated is available in Appendix A of the October 14th ARRA Quarterly Report.

    According to guidelines from the federal Office of Management and Budget (OMB), only jobs that were actually “paid for” by ARRA funds can be used in the measurement of jobs saved/jobs created. Therefore, this chart does not reflect those jobs that may be “indirect” or “induced” by ARRA funding.     The hallmarks of the American Recovery and Reinvestment Act (ARRA) are transparency and accountability. To help achieve those goals, please click here for more information on projects that have received ARRA funding. At this time, this data is in “raw” form, displayed as an excel spreadsheet. Therefore, this data can be difficult to maneuver. Going forward, this project-by-project information will be in more user-friendly formats and displayed in a more understandable manner. While viewing this data, please keep in mind the following important points:

    • Each row represents an individual award/project that has received or will receive ARRA funding. This contains not only awards made from the federal government to state agencies, but also awards made by state agencies to other organizations, and in some cases awards those organizations made to ultimately deliver work related to the federal program providing funding.
    • Expenditures and other financial data provided in this spreadsheet should not be summed, as it could over-count dollars awarded, received and expended (e.g. total expenditures by the Iowa Department of Education would be inclusive of all expenditures made by AEAs and School Districts they awarded money to).
    • FTEs reported per award/project were calculated based on reported work hours funded by ARRA within specific job types and work time frames. A standard 40 hour work week was assumed to be the typical full-time schedule. For awards/projects with multiple job types, the FTE was summed to reflect the earliest work start dated, and latest work end date reported for the award/project.
    • The location and county list represent the area in which work was being carried out. As many awards/projects are state-wide/regional in nature (i.e. cover multiple counties) the job impact within any specific county cannot be directly implied from the data provided.

    ARRA reporting is new and represents an unprecedented effort to report federal funding data in a comprehensive manner. This reporting is an on-going endeavor and the completeness of the data will improve with each quarterly report. The next ARRA report to www.recovery.gov is due on January 10h, 2010.
