Property Tax Implementation Committee

Minutes from meeting of February 19, 2004

Representative Jim Kurtenbach called the meeting to order at 2:00 p.m. with eighteen committee members present. Motion by Ted Tedesco, second by Dick Stradley, to approve the February 5 minutes as printed. Motion carried unanimously.

Kurtenbach asked for an addition to the agenda, which allowed Jeff Robinson to give a follow-up to his February 5 report. This follow-up report will also be posted to the PTIC web site.

A discussion was held as to where we are going with the square foot of value. Senator Sievers mentioned the possibility of asking the Supreme Court for an opinion as to the constitutionality of HF 692. Various other ideas were discussed including shifting education funding to sales tax, effective use of credits and exemptions, a statewide appeal board, agricultural value loss, and equitability issues.

The committee members agreed that they should focus on the following issues over the next several meetings:

1. Details of square foot of value as in HF 692 (Mark Shuling will present this at next meeting)
2. Examine the impact of rollback on funds available, tax burdens, and property tax models as alternatives to the square foot of value method.
3. Credits and exemptions
4. Classification

The next meeting of the full committee was scheduled for Thursday, March 11, 2004, at 2:00 p.m. at a site to be announced later.
