Jim Kurtenbach, Co-Chair
At the time of his appointment, Jim was a Representative in the
Iowa Legislature; (R-Nevada) House District 10. He served on committees
of Ways and Means; Commerce, Regulation and Labor; and as vice chair
of Environmental Protection.
Jim has been employed
as a professor at Iowa State University since 1991.
Jim earned degrees
from Iowa State University, the University of Tulsa, and the University
of Missouri - Columbia. His professional background includes consulting
in business process improvement, shareholder of a construction company,
financial officer in the construction industry and serving as a professional
pilot.

Senator Herman
Quirmbach
(D-Ames) Senate District 23, elected 2002.
Herman has served
on Ames City Council and as Ames mayor pro tem. He received a BA in
Government from Harvard University, and MA and PhD in Economics from
Princeton University. He is an associate professor of economics at
ISU.

Michael Ralston
At the time of his appointment to this committee, Mike was the director
of the Iowa Department of Revenue. He resigned in
November 2005 and is now president of the Iowa Association of Business
and Industry.
Prior to February
2003, Mike
was the director of Policy and Law for Iowa for Qwest, director of
Public Affairs for US WEST, president of the Iowa Taxpayers Association
(a corporate tax policy organization), and president of the Polk-Des
Moines Taxpayers Association (a local government property tax research
organization).
Mike has also been
a health services company vice president, a congressional assistant,
and a mayor. He is a member and past member of several boards and
commissions and holds a BA from the University of Northern Iowa.

Richard Stradley
At the time of his appointment, Dick was property tax administrator for
the Iowa Department of Revenue.
Dick was with
the department for nearly 30 years, all within the Property Tax Division.
He was an economics instructor at Grand View College, testified
in State and Federal Court as an expert in property tax valuation and
tax policy, and wrote and published articles regarding property tax
issues. He served on state, national and international committees
and boards relating to property tax and obtained several professional
designations dealing with appraisal theory.
Dick is currently
the chairman of the Iowa Property Assessment Appeal Board.
He received a BA
from Simpson College in economics.

Cynthia P. Eisenhauer
At the time of her appointment to this commitee, Cynthia was director
of the Iowa Department of Management.
Prior to 1999,
Cynthia served as director of Iowa Workforce Development, director of
Business and Finance for the Iowa State Board of Regents, division
director for the Iowa Department of Revenue and Finance, and executive
director of the Iowa Campaign Disclosure.
She led initiatives
that earned national awards, including the National Public Administrator
of the Year from the National Employers Council, Ford Foundation's
Innovation in Government Award, and Excellence in Public Service from
the National Public Employees Roundtable. She is a recipient of the
1994 IBM Harvard Fellow Award and studied public policy at the Kennedy
School of Government. In 1976, she earned a Master of Public Administration
degree from Drake University.

Randy Bauer
At the time of his appointment, Randy was the state budget director
in the Iowa Department of Management.
Prior to state budget
director, Randy served for 10 years on the staff of the Senate Democratic
Research Staff, most recently as senior analyst on budget and tax issues.
He is a certified public manager and a member of the National Association
of State Budget Officers, where he has served as a member of the executive
committee and as regional director.

Ted Tedesco
At the time of his appointment, Ted was the mayor of Ames.
Previously, Ted served
on the city council in an at-large seat. As a councilman, he served
as the liaison to the Ames Convention and Visitors Bureau and was
on the Ames Planning & Zoning Commission. He also served on the
Iowa League of Cities Legislative Committee and Policy Committee,
president of the Iowa League of Cities Executive Board of Directors,
the National League of Cities Finance Administration and Intergovernmental
Relations Committee (FAIR), FAIR Committee vice chair, FAIR Policy
Committee, FAIR Steering Committee, Ames-Story County Cyclone Club
Board of Directors, Ames Convention and Visitors Bureau Board of Directors.

Mary Maloney
Polk County Treasurer since 1989
A 1977 graduate of
Iowa State University with a degree in economics, Mary brought a financial
and computer background in business to Polk County. Significant technological
changes were to the offices. The
treasurer received an "Innovations in Government Award" in 1997
for many of these improvements. She kicked off an eGovernment
initiative during her past presidency of Iowa State County Treasurer's
Association (ISCTA), which received two national awards.

Curtis has more than
16 years corporate tax management experience with responsibilities
for Federal, state, international, property, and sales/use tax planning
and compliance activities, and six years tax experience with the public
accounting firm McGladrey, Hendrickson & Pullen, prior to joining
Pioneer. He is a Certified Public Accountant (1982).

Larry Sigel

Prior to joining
IASB, Larry was a senior fiscal analyst for the Legislative Fiscal
Bureau and was responsible for tax policy, human service issues, collective

Mark R. Schuling
At the time of his appointment, Mark was an attorney with Brick, Gentry,
Bowers, Swartz, Stoltze, Schuling, & Levis,
P.C.
As of December 2005,
Mark is the director of the Iowa Department of Revenue.
Previously, he was
an assistant attorney general representing the Iowa Department of Revenue.
Since August of 1984, he has been actively engaged in property assessment
and tax in private practice. His practice has included representation
on behalf of property owners and governmental entities of industrial,
commercial, residential, agricultural and utility properties. He has
spoken on property assessments and taxes at seminars hosted by The
Broadband Tax Institute, National Business Institute, Lorman Education
Services, the Iowa Hospital Association, and the Iowa Bar Association.
He is a member of the Iowa State Bar Association and the Iowa Society
of Certified Public Accountants and is currently serving on the Iowa
State Bar Association Taxation Committee.

Thomas K. Jarrett
Vice President of Taxes for Deere & Company
He was hired in 1988
as director of taxes before becoming vice president. He is responsible
for Deere & Company's global tax function.
Prior to working for
Deere & Co., Tom worked for the Internal Revenue Service for 18 years.
Part of those years were spent with the IRS Appeals Division, which resolves
disputed income tax issues. He was also the chief of the appeals office
in Kansas City, San Jose and San Francisco.
Tom graduated from
the University of Illinois with a degree in accounting.

Dale Hyman
At the time of his appointment, Dale was the Polk County chief deputy
assessor. He is now the administrator of the Iowa Department
of Revenue Property Tax Division.
Dale has a BA
from the University of Northern Iowa and a Masters in Public Administration
from Drake University.
He has 29 years
of continuing education in appraisal theory, assessment administration,
statistics, and developing computer applications. Dale had been an
appraiser since 1980.
